I’m inclined to think shared culture is more important. Elections in America are often decided by “culture war” issues: abortion, same-sex marriage, gun control. Sure, a shared language is one powerful force that creates insiders and outsiders, the us-versus-them. But so does race, class, location…. which means affinities constantly shift when one characteristic takes precedent over others.
